SLEMAN – The Chancellor, M. Irhas Effendi, targets UPN "Veteran" Yogyakarta (UPNVY) to immediately change its financial management status to Public Service Agency (BLU) from the previous Work Unit. This change of status is a means to accelerate the improvement of the quality of institutional performance in various aspects.
"With the change to BLU, it is expected that the potential resources possessed can be optimized for diversification of revenue sources with more flexible management," said the Chancellor at the Public Service Agency Financial Management (PK-BLU) visitation of State Universities by the Ministry of Research, Tenology and Education High, Friday (24/5).
On this occasion, the Chancellor conveyed various developments and problems faced by the UPNVY since the re-registration in 2014. Among them, there were the freezing of business entities, assets, and human resources.
According to the Chancellor, various problems can be solved; one of them is by changing the university's financial management status.
The Head of General and Financial Bureau, Kemristekdikti, Moch. Wiwin Darwina, who was presented as a reviewer said that the readiness of UPNVY as a state university with the status of PK-BLU must be prepared, one of which is by absorbing the use of high budget.
There also presented as reviewers were the Chancellor of the State University of Malang, Ahmad Rofi, and the Head of the Region V LLDikti, Didi Achjari.
State Universities are fully permitted to implement PK-BLU, then the financial management can be done more flexibly, by prioritizing productivity, efficiency and effectiveness.
The pattern of the financial management of the BLU is intended so that State Universities as government agencies can improve their services to customers, in this case they are students, the community, and stake holders.
All PNBP funds obtained from the students, community, empowerment of facilities, and other sources can be managed directly without having to deposit in advance to KPPN. The relationship to KPPN is in the form of receipt and expenditure reports.
The implementation of financial management of Public Service Agencies of a Higher Education requires a high commitment from the budget managers, because this pattern is based on the pattern of budgets developed by the Universities themselves in accordance with the flexibility given to the BLU financial management rules.
