Yogyakarta, HanTer  - The government's decision to issue Government Regulation in Lieu of Law (Perppu) to freeze mass organizations is not anti-democracy. Precisely it is done so that the implementation of freedom is not too collided. It is seen that the government has given the freedom as much as possible all this time, starting from freedom of association, expressed opinion; but that does not mean that  free freedom is without limit.

"Freedom and democracy are limited, their existence is not in a "vacuum", the actions not only  of a person and group, bur also organizations, still have to pay attention to the norms, ethics, rules, laws and customs developed in community, "said Member of Commission X DPR RI PDI Struggle faction MY Esti Wijayati during the seminar of "Policy of Perppu No. 2 Year 2017 in Perspective of Constitution and Democracy" initiated by Agricultural Study Group (LOSTA) UPN" Veteran "Yogyakarta, at Seminar Room of Faculty of Agriculture UPN "V" Yogyakarta, Wednesday (20/09/2017).

According to her, democracy can not be allowed to grow wild which will tarnish and destroy the spirit of freedom and the values ??of democracy itself. However, the reality in the field has shown the pros and cons related to the Perppu. While on the other hand it is believed that the Perppu is the stance of the Indonesian government to save the Unitary State of the Republic of Indonesia.

 "The Perppu is based on a spirit and a clear reason among others to maintain diversity and nationality, to maintain tolerance and the rights of civil society which has been plagued by radical-intolerant groups and mass organizations," she explained.

Meanwhile, Rector of Universitas Nahdlatul Ulama Yogyakarta Prof. Dr. Purwo Santoso said, when examining the matter of democracy in Indonesia and related Perppu mass organizations could not be separated from the design of democracy, in which a democracy that did not violate the Constitution and Pancasila. He acknowledged that the legalization of the government legislation by the government often happens pros and cons in the community but the Perppu is based on the movement of  anti Pancasila mass organizations.

"This Perppu emerged based on the emergence of the mass organizations movement which is contrary to the principle of Pancasila that is the existence of a community group in the name of khilafah to change the state base of Pancasila," he said.

Widya Yasa Lecturer of UPN Yogyakarta, Agus Surata viewed that if there was uncontorlled pro contra,  a country would be collapsed. Therefore, he said, do not get stuck on the pros cons. Pros cons due to political situation. The more young people are, the pros cons will be more and more.

The young generation, Widya said, was not only able to criticize but also seek solutions. Since the pros counter was a social cycle,  just let the pros cons, but couldn’t  use it for social interaction because it will create a split. "We should always be tolerant, prioritizing our harmonization, referees that attract all parties, both the pros and cons," he explained.

In the same place Chairman of State Defense UPN Jogja, Bambang Wijaksono acknowledged that there were some organizations in Indonesia that did not have a purpose. Therefore, the government legalized this Perppu so that CSOs do not violate the Constitution and Pancasila, for the achievement the state defense : love the homeland. The relation of mass organizations and state defense can maintain the integrity and sustainability of the state. They must have the attitude of defending the state.

"It can create state harmony, instill state defending to the mass organizations, instill a sense of love of the homeland, teach nobility to every individual, build mutual cooperation, preserve the nation's culture, increase social action to the environment, participate in nation building, each of us has a determination to maintain the integrity of nation and state," he concluded.
