Sleman – Foreign Official Travel License (PDLN) is now simpler. UPN "Veteran" Yogyakarta (UPNVY) hosted in the advanced SIMPEL technical guidance program for State Universities (PTN) and LLDIKTI. This activity was held by the Ministry of Research, Technology and Higher Education, Tuesday (21/5) in the Seminar Room, Mineral Technology Faculty, UPN "Veteran" Yogyakarta. The event was attended by 55 PTN and LLDIKTI participants from all over Indonesia. The purpose of this activity was to improve the quality of Foreign Official Travel License (PDLN) services through the Foreign Official Travel Information System (SIMPEL) managed by the Ministry of State Secretariat, General Directorate of Science and Technology Resources and Higher Education.
Deputy Chancellor for Finance, Dr. Susanta, said that “We were honored, because we could be the host of the SIMPEL advanced technical guidance program for PTN and LLDIKTI”.
"We encourage and appreciate this activity, hopefully the handling of Foreign Official Travel License can be more accessible, fast, transparent and accountable with the SIMPEL system. Hopefully this event can run well and smoothly", he said in his familiar greeting.
On the same occasion M. Rifan Jauhari as Head of the Division of Foreign Cooperation of the General Directorate of Science and Technology Resources and Higher Education said that the procedure for the foreign official travel must be selective only for the very high interests and priorities related to the administration of government.
Rifan added that the first requirement for PDLN is obtaining the approval letter (SP) from the Ministry of State Secretariat (Kemensetneg), the second one is obtaining a Official Passport from the Ministry of Foreign Affairs (Ministry of Foreign Affairs), the third one is getting Exit Permit from the Ministry of Foreign Affairs and the fourth requirement is if the PDLN requires Visa, in addition to Exit Permit, the Visa Recommendation is from the Ministry of Foreign Affairs is required.
"Requests for PDLN permission should be submitted 3 weeks before the date of departure. Make sure the document is complete and precise, especially in spelling the name and suitability of the information in each document. For the Echelon 1, 2 and University Leaders Officials, the permission must be through Menristekdikti; for the Echelon 3, 4 Officials and Non-Echelon at the Ministry of Research, Technology and Higher Education, the permission is through the Secretary of Kemenristekdikti; for the Education staff and Education Personnel, the permission is through General Director of SDID Up. General Director Secretary of SDID; while for students who want to have the PDLN permission, they get it from the General Director of Belmawa Up. General Director Secretary of Belmawa", Rifan added.
The Head of the Foreign Cooperation Subdivision of the General Directorate of Science and Technology Resources and Higher Education added that since January 3, 2017, the Ministry of State Secretariat has imposed the PDLN Permit Application System (SIMPEL) online. The plan is that the system will be upgraded to the latest version in 2019. Another attention in the PDLN is that the echelon 1-2 officials of the Ministry of Research, Technology and Higher Education and PTN leaders to implement the PDLN must obtain an approval from the Ministry of Research, Technology and Higher Education.
