The founder of Purnomo Yusgiantoro Center, Purnomo Yusgiantoro, urged the government to give more space to the regional government to compile a Regional Energy General Plan (RUED). The presence of RUED will bring a national energy security which has an impact on the economic independence.

This was explained by Purnomo Yusgiantoro when he was the keynote speaker at the seminar of 'Strengthening Energy Security to Support National Resilience' at the Faculty of Mineral Technology Building, UPN 'Veterans' Yogyakarta, Thursday (11/28/2019).

"In order to realize the vision of Indonesia Gold 2045, Indonesia is expected to have become an industrial country based on the value added. To pursue it, the resources needed are not small and needs the reduction of fossil energy that cannot be renewed", he explained.

According to this former Minister of Energy and Mineral Resources (2001-2009) and Minister of Defense (2009-2014), to achieve the added value, the presence and use of New and Renewable Energy (EBT) is required.

Not only those things, it also needs the granting of the authority to use energy by giving greater space to local governments to prepare a Regional Energy General Plan (RUED). This is in accordance with the elaboration of the National Energy General Plan (RUEN) mandated by Law No. 30 of 2007 concerning Energy.

"Fulfilling energy in the regions will certainly bring the national energy security. This is important because it relates to independence and also the national ability to respond to the dynamics of global and regional and national changes", he said.

For him, the key to fulfilling energy by the key area lies in the entry of investors to explore energy sources in Indonesia. Not only in the field of energy, will oil and gas be used up. Investors are also directed in the development of Non-Conventional Oil and Gas (MNK).

Purnomo also explained in the National Electricity General Plan Target 2019-2038, the use of energy from coal is still dominated at 61%, followed by gas by 23%, EBT 12% and BBM 4%.

"It is hoped that the EBT utilization will increase by 28% in 2038", he said.

In the field of energy security, Purnomo stated that there are four main keys to achieve it, namely the ability to guarantee the availability of energy (availability), provide access to energy (accessibility), provide affordable energy prices (affordability), receive certain types of energy (acceptability), and use energy sustainability (sustainability)

The Chancellor of UPN “Veteran” Yogyakarta, Muhammad Irhas Effendi, said that the themes raised at the seminar were important in the midst of the decline in oil lifting. This condition presents a pessimistic and optimistic view regarding the existence of energy and resources on earth.

"Now and in the future, the transitions from fossil energy to renewable energy is very important and needs to be encouraged to increase the awareness of its importance", he explained.

Meeting the needs of EBT requires the cooperation between the central and regional governments. The regional governments are required to draw up a regional energy general plan which is a translation of the national general energy.
