100 LARGE NON-POLYTECHNIC UNIVERSITIES AND 25 POLYTECHNIC HIGHER EDUCATION IN INDONESIA OF 2017 :: dipost pada 17 Agustus 2017

Jakarta - As an effort to map the quality and potential universities in Indonesia, the Ministry of Research, Technology, and Higher Education (MORTHE) are grouping / clustering the universities. In 2017 the performance of Indonesian universities is assessed from 4 (four) main components, namely: a) Quality of human resources; b) Institutional Quality; c) Quality of Student Activities; and d) Quality of Research and Scientific Publication.

Cluster 1 university in Indonesia was announced on August 17, 2017 in Puspitek Serpong, today (Monday, 21 August 2017) MORTHE announced 100 major non-Polytechnic Universities and 25 Polytechnic Higher Education in Indonesia.

"This college cluster list is an official data from Kemenristekdikti that can be used as valid information for the public, do not believe the hoax data that is not in accordance with the list issued by the Ministry," said Minister of Research and Technology, Mohamad Nasir, in Jakarta.

Minister added that this clustering was done in order to continuously improve the quality of universities in implementing tridharma, including organizational health. With clustering, MORTHE could arrange the right formula in conducting the guidance of universities in Indonesia.

"This clustering can also be used by every university as a reflection and motivation for improving the quality of university, in terms of quality of human resources, curriculum, organizational management, research, publication, community service and other aspects," added Nasir.

Directorate General of Science, Technology and Higher Education, Patdono Suwignjo, said this year has been refined from the previous year. These improvements include some changes / additions of indicators, so it is expected that the main components can better reflect the condition of Indonesian universities in accordance with the coverage of each of these key components.

Patdono, then, explained for grouping / clustering of 2017, the indicator on the quality of human resources was relatively fixed as used in the previous year, which included 1) the percentage of S3 education lecturers; 2) the percentage of lecturers in the positions of heads and professors; 3) the ratio of the number of lecturers to the number of students. Indicator of institutional quality changes. In the previous year, it only reflected the indicators of 1) Institutional Accreditation and 2) Accreditation of Study Program, then in 2017 this indicator of institutional quality is added by having the indicators of 1) the number of study program which has already had an International Accreditation / Certification, and 2) the number of foreign student. The indicators that reflect the Quality of Student does not change that is the student achievement. However, the variables that reflect the student's achievement are further sharpened and expanded, e.g. student achievement nationally and internationally both in activities managed by MORTHE and non-MORTHE, also the level of awareness of college/ institution to the activities of student become a consideration.

While the indicators that reflect the Quality of Research have an addition that is not only 1) research performance, and 2) the ratio of the number of indexed publications to the number of lecturers, but also have added indicators related to the performance of community service. In line with the government's efforts through the MORTHE to further enhance the quality of vocational education through polytechnic revitalization, the cluster of Indonesian universities in 2017 is classified into 2 (two) groups; 1) Polytechnic groups; and 2) non-polytechnic groups (universities, institutes, and others).

It is hoped that the result of this clustering can encourage universities in Indonesia to continuously improve the quality and update their data in Higher Education Database (PD DIKTI) regularly as mandated by Article 56 of Law No.12 Year 2012 on Higher Education. In addition, the results of this clustering / clustering will be used as a consideration to design programs for the upgrading and strengthening of Indonesian universities.
